Business Express: Victoria Gardens Brings New Development to Waterford

Victoria Gardens, when completed, will sit on an 11-acre footprint on Boston Post Road in Waterford, on the site of the former Waterford Drive-In Movie Theater, adjacent to the Waterford Plaza Shopping Center.

Victoria Gardens will comprise ninety units of elderly housing for residents 55 and older, including seventy-two affordable rental housing units. Eighteen of these units will be set aside as supportive housing units for the chronically homeless, with a preference given to military veterans.

As constructed, the physical footprint of Victoria Gardens will be considerable. Current plans call for a three-story “L”=shaped building. Eighty-five of its apartments will be one-bedrooms; five will be two-bedrooms.

Other amenities include a community room, library, outside patio, walking path and flower gardens, on-site staff including a Resident Service Coordinator, and office space for additional supportive services.

Eastern CT’s business community was first introduced to Victoria Gardens at its September 25, 2017 groundbreaking ceremony, attended by Governor Malloy, eastern CT business and community leaders, and representatives from the Chamber of Commerce of Eastern CT.

According to remarks given by Waterford Development Associates LLC, who are developing the property, Victoria Gardens is named for the late grandmother of Cheryl Daniw, Waterford Development Manager. The building plan echoes the design of an eighty-four unit complex in Berlin, CT called Sage Pond Place.

According to Daniw, a one-bedroom apartment at Sage Pond Place ranges from $320 to $820, based on income. However, prices may be different for Victoria Gardens when it welcomes its first residents. Some factors at play include increased construction costs for Victoria Gardens, the downtown of the U.S. economy since Sage Pond Place was constructed in 2006, and a different income range for projected Waterford residents compared to Berlin residents.

Construction is anticipated to be completed in early fall of 2018.
