Replacing the Transfer Act: CT's New Release-Based Clean Up Program Explained
Chamber Members John Bashaw Law, LLC & Fuss & ONeill present a virtual and in-person seminar on how RBCRs (Release Based Cleanup Regulations) will have a major impact on anyone involved with the management, ownership, leasing, or financing of any property or business not only with a history of commercial or industrial use, but residential use as well.
Fuss & O’Neill and the Law Office of John Bashaw, LLC have been following the development of the RBCRs closely and have agreed to partner with the Chamber to organize a workshop to help the business community and property owners understand the importance of these proposed regulations and, if adopted, the resulting impact they will have on the cost of doing business in the state.
Presenter's Bio's
Graham Stevens, CT DEEP
Chief of the Bureau of Water Protection and Land Reuse, a role he has served in since 2019. The Bureau works to protect and restore Connecticut’s freshwaters and coastal resources from the effects of chemical releases, development, and climate change by issuing permits and enforcing water quality regulations, cleaning up contaminated sites, managing risks of floods and droughts, collaborating with EPA and New York to restore the Long Island Sound, and monitoring waters to ensure progress. Over his twenty-four year career with the agency, he has served in multiple roles, including managing Connecticut’s open space program, serving as Chief of Staff to Commissioners Amey Marrella and Gina McCarthy, and serving as Connecticut’s first Brownfields Coordinator. Mr. Stevens completed his undergraduate degree at Clark University and received a Master’s degree in Water Resources from the University of Connecticut.
Brendan Schain, CT DEEP
Brendan is the legal director for the Department of Energy and Environmental Protection’s Environmental Quality Branch. Brendan, and the office he leads, provide legal support to the Department’s air, waste, water, remediation, emergency response, coastal, wetlands, and other environmental regulatory programs, including in the drafting and promulgation of regulations and permitting and enforcement proceedings. In his 11 years at the Department, Brendan has also worked as a hearing officer in the Department’s Office of Adjudications and as a staff attorney. Prior to joining the Department, Brendan’s private practice included representing municipalities and developers in local land use matters before municipal boards and commissions and on appeal. Brendan is a graduate of the American University and the University of Connecticut School of Law.
