The State of Connecticut, Department of Administrative Services (DAS), Real Estate and Construction Services’ (DAS,RECS) Office of Legal Affairs, Policy and Procurement (OLAPP) is currently accepting applications for a Construction Services Selection and Bidding Specialist.
Job Purpose:
In the Department of Administrative Services, Office of Legal Affairs, Policy and Procurement this class is accountable for acting as the sole specialist in the construction selection and bidding process from receipt of documents to request for qualifications (RFQ), request for proposal (RFP), bid opening, review, and contract signing.
Examples of Duties:
- Performs specialized related duties in the area of selection, bidding and contracting of construction projects;
- Reviews plans and specifications to ensure consistency and conformance with documents prior to advertising for competitive bidding for renovation projects;
- Prepares selection and bidding documents to comply with local, state, and federal requirements;
- Assesses anticipated response to projects;
- Assembles documents;
- Oversees receipt and opening of RFQs, RFPs and bids;
- Reviews bids for conformance with General Statutes and determines low bidder;
- Attends contract signings;
- Reviews documents and amendments to contracts such as retainage reduction;
- Reviews bonds, surety, and insurance certificates for compliance with contracts;
- Forwards executed documents to Attorney General for approval;
- Develops and oversees construction services online web maintenance for design and construction;
- Assists with researching, developing and implementing section processes, policies and procedures;
- Acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures;
- Provides explanations to bidders regarding rejection of submittal, prepares reports and correspondence;
- Performs related duties as required.
Knowledge & Skills:

- policies and procedures involved in advertising for selections and bids, acceptance of proposals and bids, bonds and insurance, and the award of contracts;
- and ability to interpret General Statutes related to selections and bidding, bonding, and insurance requirements;

Minimum Qualifications:
Seven (7) years of experience in the field of bidding and contract administration or in the building industry involving the preparation and processing of cost estimates, work drawings, specifications and bids.
Substitute Qualifications:
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
Preferred Qualifications:
- Experience creating procurement forms, policies, and procedures for Connecticut-based design and construction projects.
- Experience developing and troubleshooting procurement systems and websites.
- Experience researching and applying state statutes, regulations and policies related to state construction procurement.
- Experience with advanced business software, including, but not limited to, MS Word, Excel, Outlook, Teams, One-Drive, Access, and PowerPoint, including providing ad-hoc training using such software.
- Experience with understanding, interpreting, and analyzing complex instructions or documents.
