Dear Governor Lamont,

On behalf of the Chamber of Commerce of Eastern Connecticut, the leading voice for businesses across our region, I respectfully urge you to veto Public Act 25-64: An Act Concerning Protections for Workers and Enhancements to Workers’ Rights (formerly Senate Bill No. 8).

As President of an organization representing a broad range of industries, I am concerned that this legislation complicates the collective bargaining process and disrupts the balance between employers and unions. By involving the state in negotiations, it risks prolonging disputes and discouraging timely, collaborative resolutions.

Of particular concern is the provision requiring a recognized or certified bargaining representative to notify the employer of employees’ willingness to continue working under prior terms and conditions. While seemingly well-intentioned, this requirement introduces additional complexity during already sensitive periods, potentially increasing tension rather than fostering compromise.

Unemployment insurance should remain a vital safety net during economic hardship, not a tool to influence labor negotiations. Blurring that line could prolong work stoppages and create greater instability for all parties involved.

The Chamber strongly supports policies that promote economic growth and job retention, while protecting the rights of workers in fair and balanced practices free from unnecessary external influence.

For these reasons, we respectfully ask that you veto Public Act 25-64. Doing so will preserve the integrity of Connecticut’s existing labor framework and support a healthier environment for business, employment, and economic stability statewide.
